All in all if done correctly the sniper will usually win the auction for a lower price than the bidder who is not sniping.
However sniping manually can be quite difficult and time consuming. The biggest problem with manual sniping is that you must be online when the auction ends. This can become a problem if the auction closes while you are at work. Another big problem is that of your connection speed to the Internet. If you have a slow connection and you place your last second bid, eBay might not receive your bid until after the auction has ended.
